I hope you realize where these "tough" standards are coming from.

The reason why most shelters don't just hand over pets so quickly, is for the very reason these pets are in need in the first place.

Every shelter director has seen every sad story about abandoned, abused, and neglected pets.

They are simply trying to make sure that the pet they are putting in a lot of time and money in fostering/ sheltering doesn't end back at the shelter. Sorry, but there are just so many shitheads out there that have ruined it for everyone else.

Breeders are in it for money, so of course they are not interested in restrictions of puppy sales.
