Yes and he also testified that a handcuffed person poses no threat. Which is a bold faced lie and he got caught because a few minutes later he testified that it was possible they could.

he said someone subdued face down in handcuffs 'brings the threat level way down'. this is a true fact.
when asked to elaborate, He responded with a question (not a claim). Lt. Zimmerman asked, 'they're handcuffed how could they hurt you?' admittedly it is a cheeky response but it is not a declaration of fact that there is 0 potential harm. this is where your bias comes into play as you assume it contradicts his answer if it is still possible to be a threat while in handcuffs, he said i suppose so.

its obviously a cheeky response, but very far from a declaration of absolute 0 potential danger. it does imply a significantly lower level of threat, which is truth.
