Those guys were all stoned during the making of that movie. Trips on acid. Weed all over the place.
I think that's why it took them like 9 months on location and three times the budget to finish the movie.
I've been on contemporary movie sets. They don't go one day or one dollar over budget. They run them like a Japanese train station.

It also didn't help that Brando showed up as a fatass to play the role of a gaunt loon, then didn't want to be portrayed a fat loon, so nothing could be properly scripted.
