Absolutely serious. They can already see patients. They just need a doctor to enter into a CPA with them. Again, I know of a few groups who do this for free.

2) Please explain how Medicaid has anything to do with this. Nothing in the bill requires the NP to see Medicaid or more Medicaid than other. Medicaid isn't even mentioned. Perhaps you just mean that people in these areas are largely Medicaid. That's possibly true, depending on which area we are talking about.
3) Why do you think an NP is any more likely to do this than an MD? They can already be seeing patients in rural areas with a CPA. The removal of the CPA doesn't create more NPs.
4) if costs of CPAs were made $0 and the LSBME created a website by which physicians willing to be available at no charge for NPs willing to work in rural areas, would you be in favor of or against that?

If I threw enough piles of money at legislators, I could get states to declare Bender as the state mascot. Doesn't mean it's in the best interest of the state (which in my case, it always is).

Regardless of who is getting surgery or why........who is delivering the anesthetic?
Military CRNA training sites are some of the most difficult and highly regarding training sites in the country. Have been before Anesthesiologist EVER existed pre World War II.
