Not that simple. Guy turning right has to have some sort of light..green or red. Green, good to go, red, he has to yield to left turners. He would not know if the left turner has an arrow or not.
Example are school buses. They will not turn right on red regardless of traffic in my town.

I’m pretty sure there is a yield sign there for the right hand turners. I hope so. At that intersection, I’m one of those left hand turners that DGAF about the right hand lane.

Right turn before a cross traffic left turn....unless there are dedicated lights.

None of this matters if you turn into your correct lane. You can both turn at the same time (assuming it's a 4 lane road).
