I owned a print/embroidery shop for awhile.. Here’s the deal.. If you stick to a standard font (1000’s) You will have to pay about $10 to get it set up (one time fee). If you are trying to do a logo, you’ll have to have it digitized which can run $50-150 depending on the number of stitches. Machine has to know where to put the stitches....
Best bet, grab some hats you like and run them to an embroidery shop or a store like “LIDS” (hat store we have in the mall here). You’ll prob pay $15 for a descent hat and $5-$10/each to have them stitched. May get a much better price at qty 24, check into it. Most embroidery shops price break at 24+. You could also do 15 hats and 15 shirts. When the machine is set, doesn’t matter what they are stitching on.

Why not long sleeve T-shirt’s? Probably cheaper and more preferable IMO. Slightly more unique.
