I don't think individual towns have forensic labs, but could be mistaken.

Yeah, the university angle here is weak. Did they do all that they absolutely could for this poor girl? No. But UA isn't the one who appears to have bungled the investigation and engaged in some kind of pay-for-play scheme to obstruct justice.
Trust me, in terms of the crooked justice, this onion has a shite-ton of layers and there are lots of metaphorical "bodies" lying around that I imagine folks are getting really nervous about being uncovered right now. In re the crooked school board election, the vote tampering case where the judge overseeing it was married to the house adviser of one of the sororities being investigated, the former police chief whose wife was found dead in the trunk of a car, the head of the narcotics office caught with $250k cash, yada, yada, yada.

I don't understand your infatuation with this DUI. The severity of punishment for a DUI and rape are clearly different.
There is no room for your straw man argument here. His DUI arrest has NOTHING to do with the fact that the police clearly mishandled this girl's case.

The Department of Forensic Science is a state entity. An entity that had has its funding cut drastically. A PIA for law enforcement, prosecutors, and defense attorneys alike.

Looks like they have made a concerted effort to scrub their internet presence.
Although I am skeptical about Donald Watkins, he lays out a very compelling case showing how conflicted the Sheriff and DA are. I don't know what remedies there could be but I would hope some serious pressure and all avenues are pursued.

Culpable act? Criminal lawyers chime in. Even if it was consensual, she hangs herself and dude gets hammered on same day and gets DUI reeks. Wonder if he knew, got a text or something?
