There's no "cure" for the regular flu that works on 100% of people.

Well in fairness to them, the directive was simply saying that it didn’t really help with SARS/MERS, so use it just to treat secondary issues on a case by case basis pending case studies for the affect on COVID-19.
Given that steroids depress the immune system it’s a balancing act of what hurts the patient more: not depressing inflammation or weakening immune response in the middle of an acute viral infection.
