True. Of course, it depends on the cops.
NYPD puts cops at major intersections during rush hour and it makes it move so much better.
OTOH, LSU apparently puts untrained chimps in uniforms to direct traffic on gamedays.

80% of the time cops make it way worse. No doubt about it.

In general, I would say yes. I'd imagine without someone directing traffic, when there is a lot of traffic.. You will eventually start having people doing shite to get around everyone else, etc.. But since your question is basic, IDK.
