Contractor rips roof off of wrong house and leaves, refusing to replace the roof

The one thing about contractors is that all the good ones are always busy. There are a lot of shite contractors out there.
When I worked in building inspections and permits, it blew my mind how the same contractors would make the same mistakes over and over again.
Someone coming out of HS could work under a contractor for about two years, come up with a plan to start their own contractor business and if they are good, they could make a lot of money. There are too many contractors out there who is trying to make a quick buck, they don't pay attention to detail, and in this case can't even do the job on the right house.

I'm not seeing how the homeowner hasn't involved the police/sheriff at this point.

Who would be arrested?
The owner/operator? They didn't do it.
The illegals? Yeah they did it but they were probably just following orders.
The right play here is to lawyer up and get as much money as possible from the owner.
