Plus, in the couple of shops I've built, I usually end up hanging things from the joists as well.

14' is just a long span for a 2x4,6,or8 when you're talking no slope

Pro tip for snapping lines on the concrete...Once you have double checked where to snap your lines for the bottom plates, and you are certain THEY ARE IN THE CORRRECT place, take some clear spray paint and cover them with a single coat. Stay off until it dries...It will really help to have them there for a few days.

That's a very good tip. Chalk disappears from concrete. Was a form carpenter for a time- we always sprayed them. Clear polyurethane from a spray can.

I would go with 3/4" tongue and groove plywood in either situation, never know what you might store up there in the future.

honestly it completely depends on what you are storing up there. But the other guys are correct on the double plate top, 16" centers and 2x10s min on joist with 3/4" plywood floor.

Now if you are going to be storing heavy stuff up then you will want to do either go engineered joist, double up on the joist, place angled bracing between the choice(cheapest but least impactful option) or make your own Ibeam Joist with 2x4s and 1" plywood like this
