Hook it up to a L25 processor, a pixel adapter hooked into the interior fan capacitor is probably burned out. Download the software for a bigeminy data plank.

Have you booted to safe mode, also does the F1 act up going into BIOS?

safe mode did not act up going in to BIOS. for now my computer is working normally. I did a windows defender offline scan and no virus was found. I then did a system restore and the restore failed but there is no longer any windows popping up.

Pretty sure nobody writes viruses to randomly mess with people's F1 key.
If the system restore helped at all then maybe it was a bad driver.
