First, what a great problem to have. Go ahead and apply. Worst case, you get laid off in round 2. Best case you get the job with the bump an escape a lay off. If you're encouraged to apply, he clearly does not want to lose you.

As someone who just lost a job due to restructuring, take the hint and be grateful for it. It's rough out there. I was a fairly well compensated manager. It's going to be rough to find a new role that pays as much.

I have been through two “restructurings”. That means “I am going to lay off anyone that knows what they’re doing and hire my frat buddies. And if tax incentives of going bankrupt exceeds projected short term earnings i am shutting this down.
