I heard that even in a manhunt like this, officers MUST have reason , like self defense, to shoot the fugitives. The cops are not allowed to just shoot them on sight.
Screw that, I'd shoot at the guy the moment I saw him, even if he was taking a dump.

The news is reporting that LE has reason to believe the second bad guy is armed. They have not said what the reason they think this is. I guess another cabin gun was stolen.
You say they need a reason. Is "I wanted to return home to my family, unhurt" a good enough reason? It works for me.

How effective is the use of dogs in the manhunt? It seems like if no scent no care but just curious what the OT thinks? Anytime an article is written dogs are always mentioned.
Can LE just give the dogs a scent to search for or is it more like sick balls chopper?
