when child is with the person making false reports, sneak in their house when they sleeping, mark up the kid. kid returns home with marks, file report against the other guy.

Man that sucks, sorry your family has to deal with this. I don't really know for sure what to do. Is it a know fact its this particular person? So its the father of the children, who doesn't have custody and has to pay child support? Maybe start with the police. Go in person and talk with someone, explain the situation.
It might be better if a relative goes talk to them to say "My ________ is having trouble with an ex. He has been trying to get out of paying child support and his latest tactic is calling CPS every time the kid gets a small scratch. He looks for any reason to call. Is there anything that can be done about this if the mother clearly doesn't abuse her kids?".
Maybe contact her attorney before doing anything else. He/She could probably provide best advice.
