I have personally seen this.

There was a dog kept outside with fleas and mats and dehydration (well fed though). We fostered him the first time he escaped. Eventually, we found the owners on a neighborgood facebook group page. He constantly escaped and was constantly being brought to the humane society and then back home.

One time, he wasnt turned in to the humane society. He was turned in to some nonprofit who sent him out of state to get medical assistance from some other nonprofit (hip displacia) and presumably adopted out.

The owners accused us of stealing him because we were not shy about his condition (we probably found him on 3 different occasions, too). We werent the last ones to find him. But we werent sad for him, either.

Im shocked a humane society would steal a dog, though. They could get closed down and/or the employees held personally responsible.
