A nontrivial number of people are still unable or reluctant to do things online. Even moreso, there are degenerate gamblers either whose credit is shot and can't get anymore, or they don't want their spouse seeing it show up on their credit card or bank statement. And there are those for who the illicit thrill of going to a bookies is part of the appeal.

He might have more of an old school clientele.
If I were to ever place bets on sports outside of a state where it is legal, I imagine that there are bookies who utilize a website in order to facilitate transactions.
Bookie's pay a head fee every week to the site for the # of active bettors on his book (website) the site is simply a place to keep track of the bets & wins/loses.
You have to have a bookie to operate under his book on the website, he pays out and collects $$ for losses and he goes to the site and clears out the account for each bettor when $$ is collected or the bettor gets paid.
