Yes they do. There are some corrosive gases and liquids which will find weaknesses in metal and erode it from the inside. This happens especially in valves where an unseen inclusion may be. Chinese valves are especially prone to have these, Japanese, Korean and Italian valves not so much.

HF is not as popular as it once was. Most refineries have Stratco sulfuric acid alkylation units.
The state of California has been at war with oil/gas and refining for at least 35 years. Shell was the first major to start bugging out in 1990 when it opted to expand in Singapore and shutdown its refinery in SoCal. Part was sold to Unocal to replace antiquated units of Unocal next door, the rest was demolished. Shell's plan was already to import fuels from Singapore way back then. The state required hundreds of millions in capital costs for extra SCOTT and Claus units to remain on standby. Shell said phuck you

El Segundo has next to no black people. I used to live there and owned residential and commercial real estate there.
Its well known, especially in the 80s and 90s, that blacks weren't welcome in El Segundo. The El Segundo PD used to post up at Imperial Hwy, Grand & Sepulveda, and El Segundo & Sepulveda and pull over every single poc entering the town.
Its called "Mayberry by the Sea" for a reason.
El Segundo is a great little town because it has its own school district and PD, they want nothing to do with LAUSD or LAPD. The high school has been in many shows and movies, including Beverly Hills 90210 and the show Parks & Recreation was modeled after the parks dept there.
Go downtown, grab a sandwich from Rinaldi's Deli and a beer from the El Segundo Brewing Company then head down to the beach. Now that's living right.

Can’t look at everything all at once. And the “findings” are sometimes watered down significantly by production/engineering.

Well, if I equate this to what I experience, an inspector walks in and finds the plant didn't perform maintenance at the time it should have, it gets closed down, or at least that section. Obviously, the penalties are much different in industry.

Chevron released a statement that the unit affected was in SE corner of the plant. That is where the hydrogen reformer is located.
Also renewable diesel and sustainable aviation fuel units with feedstock used fry oil and tallow
