It is a pain in the arse sometimes, but $30 is about normal. Balancing is hit or miss at some places.
Jesse's is someone I would trust to do it. Gonzales Tire as well. Not sure where you are located as I these make sense to you.
Fwiw, 33" and 315 tires come stock on a lot of vehicles now. Weight difference is nominal, but they see a chance to charge more.

McDonalds in Baker is LEGIT as well.
They are reputable and fast. Decent new tires for cheap as frick.

I work in Pville, so thats best. The tires are shipping to my office tomorrow. I called Jesses and they quoted me 25/tire which is probbaly the best I'm gonna get.

Might look at calling Diez tire on 42 as well. Have had them mount a tire for me before, did decent work.

Another Good one. They recently changed names to Diez, right? Just look on Gmaps for tire shop on 42 at Levern Stafford if the name isn't Diez. Very reputable but beware of 42 during rush hour as it's a Mother of fricks.

Changed names, but always owned by the same family. Think it was a partnership, not sure if the family bought out the other side or what.
