It's gone beyond that. They care about pwning the other side with a zinger instead of actually accomplishing something. And it starts at the top.
ETA but the politicians and the media are a symptom, not a cause. They do it because we let them get away with it, and in fact enjoy it. If the public truly objected to it they wouldn't do it. And don't get me started on lobbyists and money in general. Jefferson foresaw it 240 years ago and it's all come true exactly the way he said it would.
