It depends on your technique in throwing the forearm. Ideally, you want to hit a person higher up on your forearm, and with hip rotation. Doing it just with arm power will limit your potential damage.

Yes. It will hurt. You can do more damage if you keep an open palm while striking as it lets your forearm muscle relax and let’s your bone be more exposed, making the impact much more powerful. If you clinch your fist, it is not as effective. Krav Maga 101.
