Depends on the state. I remember looking into the rules for Texas for undergrad and med school and you have to live and work there for at least 12 months.

I had a buddy who's dad lived in Alabama ( he grew up and lived in Rochester) and he just applied to Alabama with his dad's address and boom in state tuition.

Pretty sure in Wisconsin you can move the summer before. A lady in our corp office (Elgin, IL) just moved right inside the Wisconsin border bc her son just started at Wisc.
