Congress removed monetary policy from the U.S. Treasury and authorized the Federal Reserve with monetary policy with the Federal Reserve Act of 1913. The Federal Reserve's stated inflation goal is 2% per year. Congress makes it difficult due to their spending. When congress overspends and there are a lack of treasury bond buyers to purchase our debt, the FR has to step in and buys (money printing) to maintain their stated goal of 2% inflation. (Opposite happens in a heated economy). It doesn't always work, but they try. So you are right, it is the government's fault but the private Federal Reserve Bank is also culpable (and mostly unaccountable).
