Her and her friends shouldn't have put themselves in that situation by stealing $10,000 worth of makeup and then getting out of their car and running from cops when being pursured. I would think a man could catch a fleeing woman on foot without using a dog, but then again, when an officer puts himself in these situations, society has a way of trying to turn things on the police these days if things don't go smoothly.
The only issue I see here is the officers not acting faster to get the dog off of her once he tracked her down.
