Since it will be cold, I would absolutely get waterproof...In summer, I find that they make my feet sweat, but they should work well in winter....
If you are worried about drying them out, just send along a few Hot Hands disposable hand warmers to drop in during the night....

I have regretted purchasing every pair of non water proof boots.
Depending on style, I would suggest going with a boot that uses a water proof liner such as Gortex. These keep your feet dry and help your feet breathe. Much better alternative to rubber boots unless he will be wading through standing water for long periods of time.
I would also suggest spraying the outside of the boot in a DWR such as Nikwax to allow water to bead off the surface. This should prevent the boots from becoming saturated.
