An old timer with the Corps of Engineers told me to have the elevation of your home's foundation equal to or higher than the elevation of the nearest railroad tracks.

An old timer once told me to see if pines grew on the land. If there are pines that are tall and have thick trunks it never floods because the pines can't survive too wet of conditions.

Yup - I've also heard all my life to avoid home sites where cypress trees grow naturally.

no way around it. the usace lands on us with both feet if you don't follow the rules (PAINFUL personal experience!). the permit is issued by the usace but the rules/regs are developed by the epa under the clean water act mandate they are bound to follow. ebr city-parish development review group has a "check" in place now to make sure that all necessary communication has taken place with the usace in an effort to save us local developers/builders from "oops" situation

I'm sure that all these honest, hard working developers obtained the appropriate permits from the Corps and DNR, and mitigated all the wetlands they destroyed.
And the reason the developed areas don't flood is because they are built-up. New buildings are required to be a minimum of 1' above the base flood elevation.
