Brec should charge people who do not live in the parish and pay no taxes towards Brec higher green fees.

the water park in denham thats owned by pards does this
admission is 5 bucks for in-district folks and 8 or 10 for out of district

Golf courses survive in a couple scenarios: Real Estate, Casino's, and Rare Situations.
Golf courses survive when there is a neighborhood surrounding them. For instance, lets say there is a lot that is worth $50,000, if you place that same lot on the 18th green of a really nice golf course, the price skyrockets. That is why people build golf courses-to sell real estate, and they will keep the golf course up to keep the price of the housing up.
Casino courses lose a ton of money every year, but they are a service to the poker players who lose a ton of money at the table, so they keep them nice. The money the casino loses in golf is tripled by the money they make at the tables by having a nice course.
They also survive in rare situations where the price is fair, the course is nice, and everyone lives happily ever after. This doesn't happen very often.
