A lot of it is patients that don't pay. That's why you see so many hospitals closing their emergency rooms. Because the uninsured know that if they go there they cannot get turned away...then treatment is given, the hospital losses gobs of money, and they can't afford to keep them open.
Check out an emergency room sometime. There are very few real "emergency" patients in there...it's largely being used as primary care by the homeless or uninsured.
(full disclaimer: this is one small reason for the crazy hospital expenses. Another is malpractice insurance that needs to be carried by HCPs due to the fact that everyone is so quick to sue. There are many more.)

It's been reported on several news outlets that she did in fact fly with fever. That is symptomatic. The CDCs concern threshold is 100.7, but you still have active viral material at that point.

Gupta just said on CNN that Vinson called CDC before she left Cleveland with a low grade fever and they told her it was ok to fly. WTF!

Also Gupta just said that transfer of Vinson to Emory was because they are afraid local nurses would start walking out.
