Yes, there are laws on the books now to put a stop to the child neglect that leads to juvenile criminal activity.
The failure to properly enforce those laws for truancy (not regularly attending school) and child neglect is the problem.
The parents or guardians should be jailed and fined along with the removal of the juveniles from the home and all government assistance halted.
Continuing to not enforce these laws will only embolden the baby mamas to have these babies and let them run wild in the streets committing crimes.

I’ve seen it argued on Facebook that PTSD is inherited. So of course any black person can be excused from anything bc bad things might have happened to an ancestor.
