It's supposed to be. I'm not impressed with their ability to dry dishes. My brother has the same problem with his. But it might just be more government meddling in energy efficiency standards. I'd be happy to have an inefficient dishwasher that got my dishes dry.
Bosch is pretty quiet so that's a plus. Especially when the power isn't working.

I have a Bosch and absolutely hate it. I’ll be glad when the damn thing goes out so I can replace it. I like a heating element to dry my dishes.
