I doubt a fish could pull a trigger so I would look at this as having happened elsewhere and the body being dumped.

Anybody seen Burt Reynolds or Ned Beatty in the area lately?

I know the OP is silly, but people really don't have a good perspective of how skewed violence is within this country.
The last full FBI crime statistics pegged the number of murders at 15,696; an American is murdered about every 33 minutes, give or take a bit-- but murders themselves are *overwhelmingly* concentrated in a few areas-- even more than the population is so concentrated.
Almost 2,294 of those murders occurred in only 10 communities-- that's 15% of all murders, in locations representing about 4% of the national population. If you also include mass shootings, the odds of getting murdered in America go down precipitously, simply based on where you are located.

Was it a self inflicted gunshot wound to the back of the head? If so, it is probably a former friend of Hillary.

The Clinton's whereabouts need to be accounted for.
