You see before you a middle aged lady get shot four times in the chest and was still closing the distance (note the cop was moving backward quickly as shown by the sidewalk lines) and you think shooting at a limb, a target that is smaller and moving, is wise? Even if you hit the limb the chances of that sufficiently stopping the attacker quickly enough is low.
Hell, he shoulda just shot the cleaver out of her hand like the Lone Ranger.

Justified or not, I would have taken a different approach. One, I wouldn't have shot with someone directly behind her. Two, I wouldn't have acted that fast. Three, one shot should have been enough to stop her enough to evade contact. But, thankfully I'm not a cop and I don't agree with either of their decisions.

Read up on firearm usage in stressful situations. Usually they use the entire magazine, which was a massive problem when police went from revolvers to automatics.
