Besides 10-12"of insulation, this is the best bang for your buck. I had to re-wire the old wiring in the attic of a rental I bought last year before I could blow in insulation. This was in June. I put the radiant barrier up and in July I was up there re-wiring and it was not bad at all.

Nope.
Obviously heat transfer goes from hot to cold, but the bigger the difference in temps, the more heat transfer takes place. The more heat into your living space, more you have to run the AC to get it out. Not allowing the attic to get hot reduces the heat that transfers into your living space through the ceiling. Insulation and ventilation will keep you attic from building too much heat.

I am gonna do it soon. Just need to get my ventilation sorted out and figure out what I'm going to do about the R-19 in the attic. Everything is cheap except the insulation

I had all my AC ducts sprayed with 4" of closed cell foam and added more insulation to bring my attic up to R48. The 1" of foil/fiberglass duck is crap.

Change every light to LED. The color output is to the point where they are indistinguishable from incandescents. I have a 90 year old home and it made a big difference. The only fixture I have which is non-LED is our dining room chandelier. My leaded windows though...those are crazy non-efficient

The best bang for your buck is solar screens if you have windows getting direct morning and/or evening sun. You can make them yourself from materials from Home Depot or Lowes and it will run you about $35 bucks a window. They will cut out about 90% of the heat coming thru a window pane. They will definitely pay for themselves in no time.
