The rudder boost system was said to lower the rudder pedal input force required by 85%. You couldn't push the rudder pedal all the way if an engine failed at the wrong time. You're thinking of this as an airspeed limitation, which I know it usually is, not as a control input limitation--that wasn't always the case for big planes with unpowered flight controls.

Correct. Vmc is a control number. It doesnt care about climbing away from the ground.

It doesnt care about your energy state except for the amount of air molecules passing over the rudder.

Boosted controls just make it easier to push the surfaces to their limits.

Have had boosted flight controls and thrust assymetry compensation for decades, not related, at all, to Vmc.

Other airlines were made aware of the new flight control changes. The voice recorder will tell where the blame needs to be placed.
