When I looked into it Biden wasn't poking the bear, even then you had to have an invited from a Russian Citizen (most hotels will do this for you, but then you had to fill out the ungodly application and send it along with your passport to the Russian Embassy.

So if you are using a hotel or tour company you must book it a few months in advance, get the sponsorship, and send it all to the embassy and hope it gets approved. Make sure the booking is refundable if you get denied.
