It seems this sentence flew over most of your heads.
Putin sent this family a dog which they cannot afford to take care of. What will happen to the dog when the family won't be able to feed it? Will they kill it to eat for dinner during a particularly "tight" month when no income is coming in? Will they release the dog to harsh cold of the Siberian winter?
Putin sounds like an a-hole.
