Only file under your policy if you have coverage (collision) otherwise let the tp carrier handle it.

You don't understand insurance claims. The insurance policy is a contract between two parties, with the conditions spelled out clearly for both sides regarding what actions must be taken in the event of a loss and each side's responsibility. I am guessing that you are an agent.

Read your policy if you don't think you have a duty to report an accident regardless of fault. And if you file a claim that for a loss that is listed under a named covered loss, then yes, your insurance company is contractually obligated to pay for that loss.

Had a similar case couple years ago where three drivers and police report were in conflict. Filed to repair my vehicle under my collision coverage. Took a year to settle claim under arbitration between insurance companies so I would have been without my vehicle for a while if I had waited until it was resolved. Ultimately, another driver found at fault so my insurance got the money back in the end but over a year later
