Social media.
Cops have always shot dogs but got away with it.
I can't ever remember teachers fricking students but with Facebook and other social media platforms, it makes the temptation for them much greater.

Not really. Teachers are horny with a large pool of young dumb kids all around them and dogs need killing. It's always been that way but news of these things gets around more with social media.
