Sure, they're not like oil refineries. You just need a source of water and electricity.

Everyone knows oil tanks are totally not combustible and wouldn't be a target of terrorists.

FWIW that thing is ugly as frick.

According to the article, it's 10 year old technology that GM has been using in a test fleet on public roads for a long time.

Wouldn't any kind of fuel be at least somewhat volatile when subject to gunfire and extreme conditions?
