Nope. They will have a staffer with INCREDIBLE research capabilities. This staffer will have no bias and won't need to talk to anybody on either side of the discussion to help himself make a decision.

A lobby is the worst way to do that. It's too tightly regulated.

You can talk, you can call him, you can hire lobbyists, etc. It is just more expensive than it currently is and the extra money goes to other people having monetary power in campaign finance to Express their opinion as well.

No, every person has bias of course. The idea is that now people who are just pushing more big govt, etc. - aka most people currently in office - are.more easily voted out.
