Even before the new rules it all really depended on where you were stationed. There were always rules about no tattoos on the hands or neck but I knew people that got them. It was all about your command and whether or not they would give a shite. And once you had it for a while you could just get the boat doc to update your medical record showing that you had the tattoo from before you joined.
And boatswains mates have a tradition of getting their rating symbol (crossed anchors) tattooed on their hands... nobody ever cared about shite like that.
