Actually, I used to help my dad torch them. They'd build these football-sized nests out of paper-like material in our cedar trees. We'd sneak up, I'd pull down a branch to expose the nest, and he'd blast it with a blow torch. Then we'd run like hell while the nest burned to nothing. Good times!

They probably no based on how many wasps typically inhabit a certain amount of hive and then extrapolated based on their estimated volume of said hive or some other method.
