Yes and no. Split and Dubrovnik costs are pretty much the same as Zagreb, maybe a little more expensive. Food seemed cheaper in Zagreb last time I was there. Pula was really cheap from my recollection, then again it isn't as popular as Dubrovnik. If you go inland, naturally things get really cheap.

I would highly recommend going to Pula, much like Dubrovnik, it's an old Roman city. even has a Colosseum right in the middle of town. Very cool place.

I'd say that coastal Croatia and Zagreb, costs are starting to get pretty even.
