My experience when I worked in Croatia and Bosnia-Herzegovina was Zagreb was much more expensive than the rest of Croatia, especially the further away from Zagreb you get.

Yes and no. Split and Dubrovnik costs are pretty much the same as Zagreb, maybe a little more expensive. Food seemed cheaper in Zagreb last time I was there. Pula was really cheap from my recollection, then again it isn't as popular as Dubrovnik. If you go inland, naturally things get really cheap.

I would highly recommend going to Pula, much like Dubrovnik, it's an old Roman city. even has a Colosseum right in the middle of town. Very cool place.

I'd say that coastal Croatia and Zagreb, costs are starting to get pretty even.
