Anyone in the NOLA area have probelms with the Start Unlimited Plan throttling?

Start Unlimited is Verizon's cheapest unlimited plan but it throttles you to varying amounts if there are too many people in the area. The more expensive unlimited plans throttle you but only after a maximum data cap. I don't want to buy the larger data cap for an area like NOLA if no one has issues with it. I'd assume in high density places like New York/SF/DC it would be better to have.
