I like asking them what they need like my bank account number and social security and then I start shuffling through papers acting like I can't find it all the while making small talk about Washington DC, how is it working for Uncle Sam, what's the weather like. They usually hang up after a few minutes.

I usually string them along for a bit and see how much of their time I can waste. Slow recital of fake numbers and info. Mumble. Pull the phone speaker away from my mouth and cover it at times. They do NOT know spanish, so I throw a little spanish in there too. Get them excited and then order yellow extra spicy and stinky curry.
