If it stands out to both cops that he makes multiple passes around a crime scene, that would seem suspicious?

Not saying the kid did anything illegal, but I don't see any problem with the cop pulling him over if that was the case and ask him about the situation.

How is it not? They broke no laws, and Im not familiar with any article of the constitution or BoR that gives cops a force field.

My issue is this watchdog guy is just a young punk trying jack with Police. That's clear and just wrong, unwise and shouldn't be tolerated or "supported" behind the mask of "it's legal" to do so.

It's technically legal to follow your wife around trying to catch her doing something wrong or unfaithful. How is that going to work out?
