Let's back up one second and look at this from an economical POV: This strategy ABSOLUTELY discourages wantonly wasteful use of TP due to the act of being forced to manually having to unravel TP sheet by sheet. I theorize that toilet-side rollers are a scheme dreamt up to encourage womens to use tp with the wanton abandon mentality a stalwart 5th grader uses a rubber eraser.
