Can you name a state that this isn’t the case?
Any bigger metro area will pull down state rankings.
Take Memphis schools out if TN rankings and TN would move up all else being equal.
Remove Jackson from MS and it moves up.

That’s always the knee-jerk response, but it really boils down to how much education is valued in the home. That value is generally determined by socioeconomic status and culture. If you look at the ACT scores chart on a previous page, notice the location of the highest scoring public schools in Louisiana, then cross reference that to demographics.

Yes. You place the blame on low household income, rather than single parent households. Just because you acknowledge that many low income households are single parent doesn’t change where you are placing the blame.
There are plenty of low income households that still produce great kids.
There are plenty of high income households that produce shite kids.
The link between shitty kids has far more to do with single parent households than income.

Agree, but I’d also say that poverty level and lack of value for education are directly proportional.
