I've found that if I state it pretty clearly that I've chosen the last few times and it's her turn to decide no ifs, ands, or buts about it, it usually works.
Same with picking out movies/tv shows to watch together.
"I picked _______ last time when you said you didn't care, now you have to decide."

I'll make two suggestions.

Anytime my wife pulls this I drive straight to the McDonald’s drive through. She decides real quick when we hit the parking lot.
