Yes...like going straight from a right turn only lane.
As well as going around another vehicle at a traffic light, to proceed straight.
If nobody stops as a witness, then it could become a he said/she said, if the point of impact couldn't be determined on the scene. A point of impact could paint the picture, if one driver lies and there is no witness.

Friend of mine was t-boned sitting at a red light by a woman whose boyfriend was beating the crap out of her. Arrested for domestic abuse. Of course they also had no insurance

People in La need to take clue from Russian's and install dashcams on every car. Scary to think that La has devolved down to the level of corrupt Russia.
